SECRETARY OF UKWUANI LGEA AND DIRECTOR GENERAL OF UKWUANI TEACHERS POLITICAL
FORUM (U.T.P.F) ON THE OCCASION OF THE UTPF 2ND ANNUAL DAY
CELEBRATION HELD ON THE 19TH OF OCTOBER, 2017 AT UKWUANI LGEA
OFFICE, OBIARUKU.

The taught of a choice of a topic for this lecture did not
only give the author a serious problem but almost make him to fine tune some
plausible and critical reasons to be advanced to the co-organizers of this
ceremony and celebration on why the lecture aspect of it should be jettisoned.
Firstly, the author was frightened by the sophisticated
nature of the anticipated audience ( teachers and politicians) who are seasoned
educationists, administrators and public analysts desirous of being meaningfully
engaged rather than being hoodwinked into waste of precious time in the name of
a lecture that lacks topic validity, content contentment and presentation
perfection ingredients.
Secondly, even when the author taught of packaging a lecture
paper that would illuminate the minds of the audience, the shortness of the
notice and presentation time became a genuine source of worry equally.
Nevertheless, the author eventually has managed to; choose a
topic which has the semblance of the name and activities of the audience,
organize the content to near contentment level and would endeavor to infuse a
reasonable amount of perfection ingredients into its presentation all with a
view to making your precious time with us fairly utilized one.
ROLES OF THE POLITICKING POLITICIANS IN EDUCATIONAL
DEVELOPMENT OF THE UKWUANI CHILD.
1.
Provision of Compulsory Basic Education to the
Child: Basic Education according to DTHA Bill of 2004 which established the
SUBEB and LGEAs is a 9 years educational programme from Primary 1-6 and JSS 1-3
which should be compulsorily provided to the Delta Child freely. The law makes
basic education a right for all children. But the mind-bogging question is
whether the Deltan child is actually getting this basic education freely and
compulsorily. If not totally free from the perspective of Delta State
Government when compared with the Free Education Programme of the then
UPN-Controlled Bendel State Government under late Professor Ambrose Ali, what can
the politicking politicians of Ukwuani extraction individually boast of in
terms of promoting the Basic Education of the Ukwuani Child? Please think of
the provision of notebooks, biro and pencil, desk, uniforms, bags, report
cards, etc for the children.
2.
Promoting of Extra Curricular Activities (ECA):
These are activities which fall outside the realm of the naormal curriculum of
school and performed by pupils and students. These includes; debate, drama,
sports, fans club, reading club, band and choir, UNICEF clubs, entrepreneurship
clubs, as well as national and children’s day celebrations. They help the
children to develop their Talents, interests, passions and practical skills. How
many have the politicking politiciansw of Ukwuani origin and nativity sponsored
and promoted in Ukwuani Schools.

Also at the event was Hon Ochor Chris Ochor the Director for Social Mobilization and Services, DESOPADEC who also spoke extensively and stated his support for the Ukwuani School Children so far.

CHAIRMANSHIP ASPIRANT DRAFTS MoU. NDOKWA WEST by Comr Emuji Peter
CHAIRMANSHIP ASPIRANT DRAFTS MEMORANDUM OF UNDERSTANDING, LEAVES NO SPACE FOR PARTY INTEREST AND CENTERS ALL INTERESTS ON THE PEOPLE.

The Chairmanship Aspirant for Ndokwa West Comrd Prince Kay Enuenwosu in a meeting has disclosed that he has drafted the Memorandum of Understanding between him and his people for the forth coming LGA elections. He said, Ndokwa West is so underdeveloped and lack almost every good thing, therefor urgent steps must be taken to develop the area.
According to the Chairman to be, he said this is not the time to see party as supreme but to see the peoples desires and interest as supreme and this is what has motivated the MoU.
He went further to say that because he believed that public funds are not personal properties, he has drafted the MoU to make sure that all public funds are decided by the general public.
We equally gathered that the MoU allows the Chairman to be with just his salaries and allowances while every public funds will be under the control of the Development Management Agency made up of all the communities in Ndokwa West which will be instituted at the very first day in office.
One can categorically say that this is the first time such is happening in the democratic history of Nigeria.

UNDERSTANDING
BETWEEN
(HON COMR. PRINCE KAY
ENUENWOSU)
FOR
CHAIRMAN NDOKWA WEST LGA
AND
(ALL COMMUNITIES OF NDOKWA WEST)
YOUTHS, ELDERS AND WOMEN
This Memorandum of Understanding
(MOU) sets for the terms and understanding between Chairmanship Aspirant: Comrd
Prince Kay Enuenwosu and the Communities of Ndokwa West to the Local Government
Chairmanship Election. This shall serve as terms of agreement for giving votes
to the aspirant.
BACKGROUND:
It is important that the Leaders and followers come together
in strong terms to ensure a good working relationship. It is important because
by it every interest is well represented. This will provide total Transparency
and Accountability.
PURPOSE:
The Purpose of this partnership is
to officially launch a unique way of representation that will ensure steady
development of the people. It is to make sure that the people are no longer deceived
by mouthwatering politicians who only promise during campaign and never fulfills
their promises.
The above goals will be
accomplished by undertaking the following activity:

Creation
of Development Management Agency.
Knowing fully well that the people
needs development, it is very necessary that a Development Management Agency is
created that will be directly involved in the planning and executions of
development in the area.
Mode of Operation:
·
The development management agency will be made
up of three members of each communities under Ndokwa West LGA which must
comprise of (One Male Youth, One Female and One Male Adult)
·
The development management agency will be led by
the Executive Chairman of the LGA and must be chaired by an elected member of
the Development Management Agency.
·
The DMA will be charged with the duties to
report and suggest what is needed by their communities for onward action.
·
The DMA will be directly in charge of execution
of development in the area and will be responsible for approving development
projects through simple majority votes during meetings.
·
The DMA will meet every three months to perform
their duties.
REPORTING:
For proper effectiveness and adherence to this agreement,
·
There
shall be an Evaluation Department.
·
The Report shall be twice in a year within the
periods of six months.
·
They shall take records of every activities of
the DMA and the Chairman
·
This department shall be made up of seven
elected member of the DMA.
·
This department shall be chaired by one elected
member of the department
FUNDING:
By this Memorandum of Understanding, the DMA will be funded
by
·
All government Public Funds in the area
·
Security Vote funds allocated to the area
·
Donated Funds allocated to the area
·
Allocations from the State and Federal
government after all wage bills has been met.
DURATION
·
This MOU is at-will and may be modified by
mutual consent of authorized officials.
·
This MOU takes effect from the day of successful
election and terminates at the end of the administration.
