How can you make money from the people you represent and invest it in other lands rather than creating jobs opportunity for your people?
there is different from the fact that you invested somewhere else before you contested and won but that mostly because you are not a patriot of your people but your money but you the position.
at the end of your political life it will be a shame that your investments were mainly of other places and fully benefit others. you are equally treating the people like the North treat the South.

LEGACY
Legacy is a gift or a bequest, that is handed down, endowed or conveyed from one person to another. It is something descendible one comes into possession of that is transmitted, inherited or received from a predecessor.
FAME
Fame is the state of being known or recognized by many people because of your achievements, skills, etc.
Today I want to talk about the ideology of Ndokwa Talents. It should be noted that Ndokwa Talents is second to none of its nature.
I founded Ndokwa Talents not because I anticipated the personal gains or saw what I could gain personally but the vision is on the benefit of all. At times I wonder and marvel at the next two generations to come because of Ndokwa Talents. Here a new cores has been set. A new direction and voice for Talents has been set. The idea is to bring all the talented together and form a formidable union that will oversee the development of Talents in the area. The ideas requires the Talents union to work closely with all the people and leaders. The idea is not religious.
This is my drive and that is why I have never seeked or upheld personal gains but always seeked public interest. Today we have the best CONSTITUTION for perfect Unionism in Ndokwa nation that leaves no space for personal gains but public interest. This Union Leadership shall be Transmitted and not inherited, this implies that the best would always be looked for than Preference based on foundation. It shall be descendible.
I know there are people and leaders out there which their names will be written in the sand of time for their support for this ideology. We have passed through much and I can see that the feature of Ndokwa Talents is bright. We are moving somewhere.
For this I never seek any personal money or gain and will never reject any one that comes my way but my focus is on the LEGACY.

For some time now I have been widely criticized by those who think blackmail is a job. Those who think that the social media was built for tarnishing the good image of leaders.
I am Comrade Prince Kay Enuenwosu, First I will want to state here why I love Rt. Hon Friday Osanebi. But before I do that I will state that I am not a critic nor praise singer but one born as a blessing and gift to Ndokwa Nation.
I have no doubt that my existence in Ndokwa nation is a rare gift from God to Ndokwa nation. I have been sent by God to change the fortune of my people.
Rt. Hon Friday Osanebi is a man I see also that God has sent to Ndokwa Nation, I know he would have done more than if he was ………
I started the Ndokwa Talents some Four Years ago with the soul aim of Talents development. As day went by the forum began to take new phases that I never anticipated. We went out on social media and I can say categorically that most of the people then were of the opinion that I was looking for cheap popularity and seeking attention.  Some called it inordinate ambition but the zeal of my purpose for coming to Ndokwa nation must be fulfilled I continued. It came to a time that money is all that matters, I through social media sent out many appeal. The response was low and few that responded made promises
This is why I love Rt. Hon Friday Osanebi. The Deputy Speaker who have never seen me physically before and does not know much about me, COULD TRUST ME and doled out his hard earned money to support a programme I hosted. This singular move by the Honorable triggered my heart the more for him.
I LOVE RT. HON FRIDAY OSANEBI, BECAUSE HE LOVES NDOKWA TALENTS.

I AM LOYAL TO HIM BECAUSE HE SHOWED ME TRUST

The Ndokwa Hip Hop was hosted by ZZAAKKUUSS Music Entertainment at Chicken Express Hotels, Kwale Delta State.
The Show was organized by OBI.com and was powered by Ndokwa Talents.
Present at the event was the President of Anti-cult Volunteer Corps Commander Evang. Austyne Emu 007 and members of the Anti-cult Volunteer Corps and members of the Vigilantes.
The Master of Ceremony was the President of Ndokwa Talents, lord Comrade Prince Kay Enuenwosu and a lot of so many others.

The Master of the Ceremony, Comrd Prince Kay Enuenwosu brought in good will message from the Rt. Hon Friday Otunba Osanebi, Deputy Speaker Delta State House of Assembly. The MC also acknowledged the presence of the leader of the Anti-cult Volunteer Corps and finally saluted all the Artist in the House.
The show which was well attended by Mainly Ndokwa Born Stars had the likes of King Ajustr Jnr, Double Kay, Dmani Blaze, Black Child, Wizdido, Lasbino, Capolus, Freshaux,Young Mayor, Holy Skleef, BNG, Nigga X, Super boy, OBI.com, and a host of many others.
The event also saw dancers from Ndokwa who thrilled the crowd to a standstill, they were Different Twins, Show Stoppers, Young Money Babes, and others.
At the event Prices were won after the dancing competition which featured lots of competitors from the crowd.

The event was successful without any form of violence or trouble and came to an end as OBI.com thanked all for coming. OBI.com popularly known as WATCH YOUR BACK greeted the Rt. Hon Friday Osanebi for his continuous support for Talents development, he also thanked the president of Anti-Cult Volunteer Corps, Com. Evang. Austyne Emu for his support of the development of Talents and fight against cultism. OBI.com expressed profound gratitude for the President of Ndokwa Talents, Comrd Prince Kay Enuenwosu for his continuous striving and push for the development of Talents in Ndokwa Nation.

Boss, I am going to take out time this morning to extensively appreciate the good works of thy hand for I woke up quite early today and decided to critically examine all you have done for our people since your emergence as our leader.
My findings were so revealing and heartwarming that I got so excited, not because of the great works you have done already but my stomach was filled with butterflies at the thoughts of the prospect the future holds for us a people, because of you.
Some will at the end of this very brief piece, call me a praise singer, some would even refer to me as your loudest "vuvuzela" but wait a minute, why should I care what they think or what they call me?
Boss, let them Call me whatsoever name they feel like, for your sake I would always wear it as a badge of honour but one thing is very clear though, it sure will not deter me from continually highlighting the marvelous works of thy hand, it will not stop me from spreading the goodnews and the breath of fresh air the name "OSANEBI" carries, yes the mere mention of your name alone is goodnews to our people, hence whenever the goodnews filters in anywhere that "OSANEBI" is coming the people instantly start rejoicing for they know that you are bringing to them a breath of fresh air.
Boss, to us the youths you are our KING, our torch bearer, the symbol of our collective struggle and you represent all we hold dear and sacred, let me be quoted anywhere "what you have done for our YOUTHS no one else has ever attempted talk more of actually trying to do".
You have through your creative thinking and proactiveness cleared a once thorny pathway, making it so easy for us to waltz through without the sole of our feet getting pricked, and today we can boastfully shout at the loudest modulation of our voices that we are Youths from Ndokwa Nation and this is only possible because of what you have achieved in such a short time.
You made sacrifices needed for the common good of the majority, you did the needful by bringing all of under one umbrella to fight a united battle, to pursue a common cause and today even some of those casting aspersions at you are only able to live a life of comfort because of your desire and passion for us to take our pride of place and this the YOUTHS OF NDOKWA NATION will forever be grateful.
OTUNBA, when we your trusted disciples think you can no longer surprise us again, you just give that charming smile of yours and perform an even bigger magic, oh yes the things you do and the works of thine hand Boss are not ordinary they are magical, for if it was ordinary others would have not only tried to copy and emulate like always try to do but they would have been doing same with ease.
Boss, there is no one person whom has had a one on one experience with you that has not left your presence with a colorful story to tell the world, my humble self inclusive.
I remember clearly the first day i walked into your office, your REGALNESS and SPLENDOR filled the room but despite it being so your HUMILITY was so visible even a blind man could have seen it, what about your CANDOR , it surely was unrivaled.
You have continually touched and imparted so many lives and on personal level, what you have done for me has left me greatly overwhelmed. You have invested so much knowledge, given me so much attention and treated me with so much love that I am forced to ask myself sometimes, beside a man's personal GOD, who else can love and treat a man the way you treat me?
ASIWAJU you remain the PYRAMID of our people, OTUNBA your FOOTPRINT will remain permanent on the sands of time, ODOZIOBODO your LEGACY would be talked about generations after generations, TURAKI tales of your EXPLOITS will continually be taught and referenced in history and yes OTIKITIKITI, you will forever remain the KING of the boys.
Boss, I would have to loved to continue for my heart is still filled with so much joy and excitement but let me end this very brief and short piece here for today, because should I decide to continue it will take months for you to read it up. You inspire me greatly everyday.
As i round it up here, know this Boss you remain the BEST our people has ever seen and i will not only continue to be one hundred and one percent loyal to you, I will not only support your ideologies, and propagate the magnificent works that you do, "I WILL REMAIN THE LAST MAN STANDING".

The President today during a get together outing of some members of Ndokwa Talents who paid him a courtesy visit, called on all sons and daughters to support the Present administration led by Dr Ifeanyi Okowa and called on all sons and daughters of Ndokwa nation to give their undiluted support for the leaders of Ndokwa Nation.
Comrd Prince Kay also called on Social media users to shun all forms information capable of inciting crisis. he also said that at this time that the economy is down and crisis every were, he said now is the time all have to come together with one mind to chat the way forward.

Comrd Prince Kay also reacted to some issues concerning some media practitioners who reported some lies about him. He said whatever he is doing is for the interest of all and nothing personal. He also said that those hiding under those accounts should know that they cannot hide forever.

Comrd Prince Kay who said that many Social Media users are out there to share lies and blackmail leaders, said he is ready to counter such at any time not allowing wrong information's to be shared about our dear Ndokwa Nation.

Speaking on Talents Development, Comrd Prince Kay Enuenwosu applauded the Deputy Speaker, Rt. Hon Friday Osanebi for great support for the just concluded Mega Concert and equally called on all leaders to support the development of Talents in Ndokwa Nation.

Comrd Prince Kay said if we all support the leadership of Ndokwa Nation that the Ndokwa nation will be the envy of all. The Comrd Prince Kay said if Jobs are created and Youths empowered that it will reduce to the barest minimum every form of crisis and restiveness.

DRAFT DECLARATION OF THE LAWS OF NDOKWA TALENTS,
 17TH JULY, 2016 BY THE NATIONAL EXECUTIVES OF NDOKWA TALENTS.

INTRODUCTION


·        In line with the laws of Self Determination, We the entire talented people of Ndokwa do hereby make these laws for ourselves and on behalf of the entire talented people of Ndokwa nation.

·        As the first and only Organization designed for Talents development in Ndokwa Nation, As an Organization that is for the entire talented people of Ndokwa nation and not personal Organization, we hereby authorize Ndokwa Talents Organization as the Apex body of Talents in Ndokwa Nation.


·         This law is supreme to every other laws existing in Ndokwa Nation as regards Talents act and activities. This laws covers all forms of Talents in Ndokwa nation. This law shall not be subject to any other laws relating to Talents in Ndokwa Nation and will prevail on other laws as regards Talents acts and activities in Ndokwa nation.

·        This law is subject to the laws of the Federal Republic of Nigeria.








ARTICLE ONE (1)
NAME, GREETING, SLOGAN, AND LOGO

SECTION 1: NAME

PART 1:
The name of this organization shall be called NDOKWA TALENTS. This name is shall not be subject to change unless the name Ndokwa that refers to the entire people is changed. Only then shall it change to represent the entire area otherwise known now as Ndokwa.

PART 2:
However the name could be abbreviated as NT, N for Ndokwa and T for Talents. Any other sub name for any section of the organization must fall under the name Ndokwa Talents as such the name Ndokwa Talents is supreme to any other name that may be or that has been.

PART 3:
This name is superior to any other name of any talents organization existing in Ndokwa Nation and as such the name covers all other forums existing in Ndokwa and therefore will not be subject to any other in this respect in Ndokwa Nation.









SECTION 2: GREETING

          The greeting of this organization during any meeting shall be as follows….

(A) The greeting of this organization by a member to member outside meeting, Social Media and other places shall be as follows..

SECTION 3: SLOGAN

PART 1:
The Slogan of this organization shall be DISPLAYING AND VISUALIZING TALENTS

PART 2:
This part of the constitution could be amended only through the means of amendment enshrined in this Constitution.




SECTION 4: LOGO

PART 1:
The Logo of this organization shall be the shape of the map of Ndokwa laying on top of the Nigerian map shape. It must contain the symbols of people and items that debits Talents acts and activities.

PART 2:
This shall be subject to changes as amended by the due process of amending any part of this constitution.











ARTICLE TWO (2)
 MEMBERSHIP, REGISTRATION, DUES AND ORGANIZATION IDENTIFICATION CERTIFICATE


SECTION 1: MEMBERSHIP

PART 1: LEGIBILITY
(A) Every Indigene of Ndokwa nation is entitled to be a member of this organization. However this is subject to registration of such.
(B) Anybody whose father or mother is from any part of Ndokwa nation is legible to be a member of this organization. However this is subject to registration of such.
(C) Anybody who is not from Ndokwa Nation but have been admitted into a family of Ndokwa people and stayed over ten years in Ndokwa Nation shall be admitted as a member.
(D) Anybody that is not from Ndokwa and not admitted into any family shall not be admitted as a member of Ndokwa Talents

PART 2: QUALIFICATIONS
(A) An intending member must have his/her Certificate of Origin
(B) Must not be compulsorily Educated
(C) Must be a non-member of any Secret Cult


SECTION 2: REGISTRATION

PART 1: INDIVIDUAL REGISTRATION
(A) Purchase of Form = N500 (five hundred naira only)
(B) Payment of OIC = N700 (seven hundred naira only)

PART 2: GROUP REGISTRATION
(A) Purchase of Form = N1,000 (one thousand naira only)
(B) Purchase of OIC =n N700 (seven hundred naira only)
SECTION 3: DUES
            Every member of Ndokwa Talents shall pay a monthly dues of N200 (two hundred naira only) as tax for the development of the organization



SECTON 4:
 ORGANISATION IDENTIFICATION CERTIFICATE.

PART 1: IDENTIFICATION CERTIFICATE

Every member of this organization is entitled to the Organizations Identification Certificate. This shall be the recognition prove of membership and shall stand as a seal of admittance with a short card otherwise known as Identity Card.

PART 2: PERMIT CARD

(A)             A member upon admittance shall be issued the Permit card which is a prove of payment of the OID.
(B)             This Permit card must be signed by the chairman of that chapter or the National President.

PART 3: REMARKS

(A)        Any member not found with the OID and without the Permit card shall be considered and treated as a Non Member.
(B) Report a stolen, damaged or missing Identification card to the chapter of registration not more than 24hrs






ARTICLE THREE (3)
STRUCTURE, DUTIES, ELECTION AND TENURE

SECTION 1: STRUCTURE
SUB SECTION 1: NATIONAL EXECUTIVE
PART 1: FORMATION
a.     There shall be a National Executive made up of elected members from each LGA.
b.     The National Executives must be elected from the LGA Executives at all times
c.      The National Executives must be made up from all the LGA of Ndokwa Nation.

PART 2: LEGIBILITY
a.     The National Executives must be from LGA Executives who are up to date concerning the organizational dues.
b.     Must have a successful complete Tenure as LGA Executive
c.      Must not be found wanting in any misappropriations of public funds.
PART 3: FUNCTIONS
a.     The National Executive shall be charged with the formulation of polices for the smooth running of the organization.
b.     The National Executive shall be headed by the President.
c.      The National Executives shall have a life span of two (2) calendar years after which an election shall be organized for a maximum of 2 terms.
d.     The National Executive shall oversee all the activities of the organization.
e.     The National Executive shall be able to dissolve any LGA Executive if found wanting. However this must be signed by the President, Secretary and Treasurer.
f.       The National Executive shall be in charge of the entire Finance of the organization including that of the LGA funds. As such no LGA executive can spend more than 20% of her fund except through the National Executives which shall constitute of the President, Secretary and Treasurer
g.     The National Executive shall be charged with the responsibility to open the Ndokwa Talents central Account which all the LGA funds must be paid to.
h.     The National Executive shall be charged with the responsibilities of receiving 80% of all funds from the LGA through the Secretary and the Treasurer.


PART 4: FORMULATION
            The National Executive shall be made up of
a.     President
b.     Vice President
c.      General Secretary
d.     Assistant Secretary
e.     Treasure
f.       Director of Social Management
g.     Financial Secretary
h.     Auditor
i.        Publicity Secretary
j.       Welfare
k.     Task Force
l.        Public Relation Officer
m.  Provost

SUB SECTION 2: LGA EXECUTIVES
PART 1: FORMATION
a.     There shall be LGA Executive made up of elected members from each participating community in the LGA.
b.     The LGA Executives must be elected from the Community Executives at all times

PART 2: LEGIBILITY
a.     The LGA Executives must be from Community Executives who are up to date concerning the organizational dues.
b.     Must have a successful complete Tenure as Community Executive
c.      Must not be found wanting in any misappropriations of public funds.
PART 3: FUNCTIONS
a.     The LGA Executive shall be charged with the implementations of polices for the smooth running of the organization.
b.     The LGA Executive shall be headed by the Chairman.
c.      The LGA Executives shall have a life span of two (2) calendar years after which an election shall be organized for a maximum of 2 terms.
d.     The LGA Executive shall oversee all the activities of the organization in that particular Local Government Area.
e.     The LGA Executive shall be able to dissolve any Community Executive if found wanting. However this must be signed by the Chairman, Secretary and Treasurer.
f.       The LGA Executive shall be in charge of the 20% of Finance of the organization in the LGA. It shall also be in charge of the 10% of funds controlled be each communities. As such no community executive can spend more than 10% of her fund except through the National Executives which shall constitute of the President, Secretary and Treasurer
g.     The LGA Executive shall be charged with the responsibility to collect all funds from each communities and be paid to the Central Account.
h.     The LGA Executive shall be charged with the responsibilities of receiving 90% of all funds from the communities through the Secretary and the Treasurer.


PART 4: FORMULATION

            The LGA Executive shall be made up of
a.     Chairman
b.     Vice Chairman
c.       Secretary
d.     Assistant Secretary
e.     Treasure
f.       Director of Social Management
g.     Financial Secretary
h.     Auditor
i.        Publicity Secretary

SUB SECTION 3: COMMUNITY EXECUTIVES

PART 1: FORMATION
a.     There shall be Community Executive made up of elected members from that Community
b.     The Community Executives must be elected from the Community members at all times
c.      The Community Executives must be made up from all the participating quarters of the community

PART 2: LEGIBILITY
a.     The Community Executives must be from Community members who are up to date concerning the organizational dues.
b.     Must be a member not less than three months old in the organization
c.      Must not be found wanting in any misappropriations of public funds.

PART 3: FUNCTIONS
a.     The Community Executive shall be charged with the implementations of polices for the smooth running of the organization.
b.     The Community Executive shall be headed by the Coordinator.
c.      The Community Executives shall have a life span of two (2) calendar years after which an election shall be organized for a maximum of 2 terms.
d.     The Community Executive shall oversee all the activities of the organization in that Community
e.     The Community Executive shall be in charge of the 10% of Finance of the organization in the Community. As such no community executive can spend more than 10% of her fund except through the National Executives which shall constitute of the President, Secretary and Treasurer
f.       The Community Executive shall be charged with the responsibility to collect all funds from their members and be paid to the Central Account.

            The Community Executive shall be made up of

b.     Assistant Coordinator
c.       Secretary
d.     Assistant Secretary
e.     Treasure
f.       Director of Social Management
g.     Financial Secretary
h.     Auditor
i.        Publicity Secretary

SECTION 2
DUTIES

PART 1: PRESIDENT

a.     The President shall authorize the Secretary to summon meetings
b.    The President shall preside at all general meetings of the organization and the meeting of Executives. He shall authorize the general secretary to summon such meetings and conduct their affairs.
c.     The President is the overall head of the organization on the demise of the Founder and thus coordinate the affairs of the organization
d.    The President shall be signatory to the Organizations Account and shall be able to personally sign for the use of 20% of the organization funds without the Signatures and approval of the National Executive but must require the signatures of the Secretary and Treasurer to use any amount higher than 20% of the organizations funds.
e.     The President is always subject to the founder and fundamental principles of Ndokwa Talents. However at the demise of the founder of the Ndokwa Talents the President is the overall head of the organization.




PART 2: VICE PRESIDENT

a.     The Vice President will act and do all the duties of the President in the absence of the President in a general meeting.
b.    The Vice President will perform all the duties delegated to him by the President and or general house
c.     The Vice President shall be the coordinator for all committees and shall receive all their reports
d.    The Vice President shall take over as the President on the impeachment, demise or resignation of the President.

PART 3: THE GENERAL SECRETARY
a.     The General Secretary shall head and run the Secretariat of the Organization. And shall be responsible for all internal and external correspondence.
b.    He shall take minute’s at all general and executive meetings.
c.     He shall assume the duties of the President in the absence of the President and the vice.
d.    He shall convene a meeting of the General House at the instance of 2/3 majority of members and an Executive meeting at the instance of a 1/3 majority of the National Executives.
e.     He shall accept and other duties as assigned to him by the President or the General House.

PART 4: THE ASSISTANT GENERAL SECRETARY
a.     To carry out the duties of the general secretary in his absence
b.    He shall perform all the duties delegated to him by the General Secretary
c.     He shall maintain an attendance register for all members

PART 5: DIRECTOR FOR SOCIAL MANAGEMENT
a.     He shall be in charge of all Social activities of the Organization
b.    He shall be in charge of all activities relating the Public
c.     He shall direct all activities of the organization on a social ground
d.    He shall do all that is assigned to him/her by the President.

PART 5: FINANCIAL SECRETARY
a.     He shall keep an accurate financial statement of the organization
b.    He shall collect dues, levies and donations on behalf of the association and submit same to the Treasurer within 24hrs of collection.
c.     He shall make available at intervals, the financial position of the organization to the general house.
d.    He shall accept other duties as assigned to him by the President and the general house.

PART 6: TREASURER
a.     He shall receive all money from the financial secretary and pay same into the organization’s account within 24 hours. The treasurer shall intimate the Financial Secretary within 2 working days with the paying in slip.
b.    To keep general records of the organization.
c.     He shall be signatory to the organization Account.
d.    He shall keep custody of the organization’s cheques, passbooks, and other related particulars.

PART 7: AUDITOR
a.     He shall be able to audit the general Account of the organization
b.    To pass the Audited reports to the whole house for necessary debate, input and action.

PART 8: PUBLICITY SECRETARY
a.     She/he shall be the image maker of the organization, projecting his objectives, serve as the mouth piece of the organization.
b.    She/he shall be the chairman of the Social and Cultural Committees.
c.     She/he shall maintain all recreational facilities of the of the organization viz. organization house etc.
d.    She/he shall be in charge and oversee all the social activities of the organization
e.     She/he shall accept all duties assigned to by the President.
PART 9: WELFARE
a.     She/he will be charged with the responsibilities of taking care of all forms of mobilization of the organization.
b.    She/he will be charged with the duty of making meeting venues ready
c.     She/he will be charged with the responsibilities of preparing all forms of refreshment for the organization at meetings and on social gatherings.
PART 10: TASK FORCE
a.     This shall form as Security for the Organization
b.    It shall be charged with the duties of enforcing the laws of the organization.
c.     It shall be for the protection of members and properties of Ndokwa Talents.
d.    It shall be to recover and to give out properties of Ndokwa talents as directed by the President or the General House.
e.     It shall serve as the usher at meetings and social gatherings.
f.       It shall enforce the rules of Ndokwa Talents when necessary as directed by the President or the General House
g.     It shall accept all other duties as assigned to such by the President or the General House.
PART 11: PROVOST
a.     Shall maintain order and discipline amongst members during any meeting proceedings.
b.    Shall impose appropriate fines against erring members, collect and submit same to the Financial Secretary.
c.     To recommend to the disciplinary committee for necessary action when offence is extreme.
d.    Shall be a member of the disciplinary committee
e.     Shall accept all duties assigned by the president and the general house.
SECTION THREE (3)
ELECTIONS
a.     Election to an executive office shall be by secret ballot.
b.     There shall be appointed electoral officers to organize any election which shall constitute 3 members who shall note vote and who shall not contest in the election.
c.      A member of the organization is entitled to one vote.
d.     There shall be a bye-election when there is a vacancy in the Executive Office.
e.     Notice of election shall be given to all members at least 30 days before the election in a general meeting
f.       A candidate shall be declared winner with a simple majority over the opponent.
g.     There shall be a re-election in case of a tie to be decided by simple majority.
h.     Only financial members are eligible to vote or be voted for.
i.        A candidate can only vie for one post at a time
j.       An election shall only be conducted if at least 2/3 or quorum of the members are present at an electoral day.
k.     Other electoral laws and conduct shall be stipulated by the electoral committee conforming to the rules and regulations of the organization.

SECTION 4
TENURE
a.     The Tenure of office for any elected office shall be 24 months
b.     And members shall be free to vie for an office for 2 terms only.
c.      An officer shall vacate his office at the occurrence of any of the following
1.     If such tenders a resignation letter to the general house and same is approved by the House
2.     If such is removed by a vote of no confidence supported by 2/3 majority of members
3.     If such commits a heinous offence and is accordingly convicted by a competent law court.
4.     If such is declared Bankrupt.
5.     If such is judged to be guilty of an infamous act condemnable in the society.
6.     If such is certified insane.

ARTICLE FOUR (4)
MEETINGS, QUORUM, FINANCE, BANK ACCOUNT AND DISCIPLINE

SECTION 1: MEETINGS
PART 1: GENERAL MEETING
a.     The general meeting of the organization shall be four times in a year with the intervals of three months.
b.     The general meeting shall be by January, April, July and October each year.
c.      The general meeting is to hold on the second Sunday of the meeting month.
d.     The general meeting shall start at 2.p.m prompt and close 5.p.m prompt
e.     The Venue of the general meeting shall be at the National Secretariat.
f.       Voting at meeting shall be by a show of hand
g.     During proceedings member shall address the house properly by raising their hands and being recognized by the Presiding officer. No random speech shall be accepted.
h.     Where the President, Vice President and General Secretary are absent, the general house if fully constituted i. e. if a Quorum can be formed, shall appoint a member to preside for the General Meeting of the particular day.

PART 2: LOCAL GOVERNMENT AREA MEETING
a.     The LGA meeting of the organization shall be six times in a year
b.     The LGA meeting shall be held by January, March, May, July, September and November
c.      The LGA meeting is to hold on the first Sunday of the meeting Month.
d.     The general meeting shall start at 2.p.m prompt and close 5.p.m prompt
e.     The Venue of the LGA meeting shall be at the LGA Secretariat.
f.       Voting at meeting shall be by a show of hand
g.     During proceedings member shall address the house properly by raising their hands and being recognized by the Presiding officer. No random speech shall be accepted.
h.     Where the Chairman, Vice Chairman and Secretary are absent, the general house if fully constituted i.e. if a Quorum can be formed, shall appoint a member to preside for the General Meeting of the particular day.
         
PART 3: COMMUNITY MEETING
a.     The Community meeting of the organization shall be twelve times in a year
b.     The Community meeting shall be held by each month of the year
c.      The Community meeting is to hold on the last Sunday of the meeting Month.
d.     The general meeting shall start at 2.p.m prompt and close 5.p.m prompt
e.     The Venue of the Community meeting shall be at the Community Secretariat.
f.       Voting at meeting shall be by a show of hand
g.     During proceedings member shall address the house properly by raising their hands and being recognized by the Presiding officer. No random speech shall be accepted.
h.     Where the Coordinator, Assistant Coordinator and Secretary are absent, the general house if fully constituted i.e. if a Quorum can be formed, shall appoint a member to preside for the General Meeting of the particular day.

SECTION 2: QUORUM
a.     The meetings of the organization shall be properly constituted by the presence of a 2/3 majority of the members.
b.    For all purpose, 2/3 of all the member shall constitute a quorum of the organization.

SECTION 3: FINANCE
          The organization shall derive its revenue from the following sources.
1.    Payment of Monthly Dues of N200.00 per member.
2.    Special levies/donations by members
3.    The organization shall accept voluntary donations
4.    Where necessary the organization may make applications for approved funds from members, other organizations and government agencies.
5.    The organization may obtain loans to execute viable projects
6.    Profits accruing from the execution of projects.
7.    Purchase of Membership Forms
8.    Funds from Government special allowances and other related funds.

SECTION 4: BANK ACCOUNT
PART 1: NATIONAL ACCOUNT
a.     The organization shall have a central bank Account which the President, General Secretary and Treasurer shall be signatory to the account.
b.    The President shall be able to withdraw 20% of the amount in the account without the signatures of the signatories for the use of the organization
PART 2: LGA ACCOUNT
a.     The organization shall have chapter (LGA) accounts which the Chairman, Secretary and the Treasure shall be signatory to the account.
b.    The Chairman shall be able to withdraw 10% of the amount in the account without the signatures of the signatories for the use of the organization.
PART 3: COMMUNITY ACCOUNT
a.     The organization shall have community accounts which the Coordinator, Secretary and Treasurer shall be signatory to the account.
b.    The Coordinator shall be able to withdraw 10% of the amount in the account without the signatures of the signatories for the use of the organization.
PART 4: BANK(S)
          The bank account shall be opened with any of the following Banks.
a.     Zenith Bank
b.    Union Bank
c.     UBA
d.    First Bank.
PART 5: RULES
a.     The monthly statement of account shall be read to the general house at any meeting of the organization
b.    Any two of the signatories but not without the President, Chairman and Coordinator shall be enough to make withdrawals of any amount from the account.

SECTION 5
DISCIPLINE
a.     There shall be a disciplinary committee set up by the Executive consisting of three members, the Provost shall be a member of the committee.
b.    The disciplinary committee shall investigate and make recommendations to the house for the discipline of any member who errs.
c.     Mis-conduct shall include such acts capable of bringing the organization to public disrepute, odium and ridicule.
d.    Such erring members shall be given the opportunity to defend himself/herself in writing or verbally, provided that such a member who fails to avail of this option, shall not lay claim that such was not giving a fair hearing.

ARTICLE FIVE (5)
COMMITTEE, IMPEACHMENT, BOARD OF TRUSTEE AND WINDING UP

SECTION ONE (1):
SUB SECTION 1: AD-HOC COMMITTEE.
     PART 1:
a.     Ad-hoc committees shall be appointed when the need arises.
b.    This shall be deemed necessary from time to time
c.     This can only be constituted by the National Executive
d.    This committee will be in all the branches of the organization.
PART 2:
a.     This committee shall be able to hold meetings
b.     All correspondences must be forwarded to the General Secretary.
c.      The President of the organization oversees all activities of this Committee.
SUB SECTION 2: DISCIPLINARY COMMITTEE
          PART 1:
a.     There shall be a Disciplinary Committee
b.     This shall be in charge of Disciplinary measures for the organization
c.      The Disciplinary Committee must at all-time recommend disciplinary measures to the National Executives to be passed on any erring member of the organization.
d.     The Disciplinary Committee is empowered to set up prices for lateness in meetings and other minor offences with the agreement of the National Executives.
PART 2:
a.     The Disciplinary Committee shall Consist of six (6) members
b.     This Committee must at all-time constitutes of members from the three LGA of Ndokwa nation.
c.      In the case of more creation of LGAs the Committee must always be created to represent all.
d.     The Disciplinary Committee must as of a necessity hand over every funds collected to the Financial Secretary not less than 24hrs from collection.
SUB SECTION 3: MARRIAGE COMMITTEE
PART 1:
a.     There shall be a Marriage Committee for the organization.
b.     This Committee shall be in the order of the Disciplinary Committee.
c.      This committee shall have the power to recommend prices and gifts for members getting married.
d.     This Committee shall also determine Prices and Gifts to other groups and individuals affiliated to Ndokwa Talents.
e.     This committee shall only organize marriage twice for a member who have more than one wives.
f.       This Committee shall organize marriages in terms of the member’s religion and beliefs.
PART 2:
a.     This committee must as a matter of necessity return all funds and proceeds to the Secretariat through the secretary within 24hrs of Collection.
b.     This committee shall be able to spend finances voted to it and signed by the secretariat which shall include the Head (President, Chairman and Coordinators) Secretary and the Treasurer.
c.      This Committee shall also be in charge of issuing Marriage Certificates to members
d.     This Committee is not subject to any other Committee of the organization.
SUB SECTION 4: WELFARE COMMITTEE.
     PART 1:
a.     There shall be a welfare committee for the organization
b.    This will be made up of 15 members for the national executive and 10 for LGA executive and the community executives.
c.     This committee shall be in charge of visitation to members’ base on Child bearing, Death, Birthdays, Marriages and other Social events.
d.    The committee shall be able to fix prices and gifts to be given out on visitations except that of Marriage as that is the exclusive duty of the Marriage Committee.
e.     This committee shall be responsible for the welfare of members at meetings and other outings, these includes Transportation grants, feeding grants and accommodation grants where necessary.
f.       This committee shall be responsible for the arrangements of meeting arena and other social events of the organization.
PART 2:
a.     This committee must as a matter of necessity return all funds and proceeds to the Secretariat through the secretary within 24hrs of Collection.
b.     This committee shall be able to spend finances voted to it and signed by the secretariat which shall include the Head (President, Chairman and Coordinators) Secretary and the Treasurer.
c.      This Committee shall also be in charge of issuing Marriage Certificates to members
d.     This Committee is not subject to any other Committee of the organization.

SECTION 2: IMPEACHMENT
          PART 1:
a.     There shall be established an impeachment Council for the Organization.
b.     This shall be appointed by the President of the organization and the leader of this committee shall have power to appoint other 3 members for the committee.
c.      This shall constitute of members from all the units of a particular Executive.
d.     This committee will always recommend and be correspondence to the secretariat for passing into law.
e.     The resolves of the Committee will be read for the entire house during meeting for votes and adoption.
PART 2:
a.     A motion for that purpose is properly raised by a financial member stating the reasons clearly, such motion shall be supported by at least five other members.
b.     If there is counter motion, both motions shall be put to vote. Voting shall be by secret Ballot.
c.      If no counter motion, a 2/3 majority of the members shall support the motion
d.     Upon the successful sailing through motion, the Impeachment Committee shall be able to meet and after proper considerations send back a recommendation to the National Executives to pass into law.
e.     This committee must as a matter of necessity return all funds and proceeds to the Secretariat through the secretary within 24hrs of Collection.
f.       This committee shall be able to spend finances voted to it and signed by the secretariat which shall include the Head (President, Chairman and Coordinators) Secretary and the Treasurer.
g.     This Committee shall also be in charge of issuing Marriage Certificates to members
h.     This Committee is not subject to any other Committee of the organization.
SECTION 3: BOARD OF TRUSTEES
PART 1:
a.     The Organization shall have a Board of Trustees.
b.     The Trustees of the association for the purpose of Land (perpetual succession) Act Cap 98 shall be appointed at a general meeting summoned for the purpose of electing trustees.
c.      Such Trustees shall be six (6) in number and shall be known as “ the Registered Trustees for the Organization”
d.     The Trustees shall hold office for life.
PART 2
            A member shall seize to be a Trustee if
a.     Resigns as a Trustee
b.     Ceases to be a member of NDOKWA TALENTS
c.      Becomes Insane
d.     Is officially declared bankrupt.
e.     Convicted of a criminal offence involving dishonesty by a court of competent jurisdiction.
f.       Is recommended for removal by a 2/3 majority vote of members present at a meeting convened for same purpose
g.     Ceases to reside in Nigeria.
PART 3
a.     The Trustees shall have a common seal to be kept in the secretariat by the General Secretary
b.     Upon vacancy occurring in the members of Trustees, a general meeting shall be held to appoint an eligible member to fill the space.
c.      All documents to be executed by the trustees shall be signed by each of them and sealed with the common seal.
d.     The trustees shall apply to the Registrar/Commissioner for certificate of incorporation under the land (Perpetual Succession) Act Cap 98.
e.     If such certificate is granted, the trustees shall have power to accept and hold in trust all land/property belonging to the NDOKWA TALENTS subject to such condition as the ministry may impose from time to time.

ARTICLE SIX (6)
WINDING UP, CITATION, SPECIAL CLAUSE, AMENDMENTS AND ADOPTION.

          SECTION ONE (1) WINDING UP/DISOLUTION
                   In the event winding-up or dissolution of the NDOKWA TALENTS ORGANIZATION the remains after satisfaction to all its debt and liabilities, any property whatsoever shall not be paid to or distributed amongst members of the Organization, but shall be given or transferred to some other institutions (s) having objects similar to the objects of NDOKWA TALENTS and the body (ies) are prohibited from distributing its or their incomes and property amongst its or their members to an extent or at least greater than is imposed on NDOKWA TALENTS or by virtue of the special clause hereof, such institution(s) to be determined by the members of NDOKWA TALENTS at or before the time of dissolution and if in so far as effect cannot be given to the aforesaid provision then to some charitable project.

            SECTION TWO (2): CITATION
                   The constitution shall be cited as NDOKWA TALENTS CONSTITUTION

            SECTION THREE (3): SPECIALCLAUSE
                        THE INCOME AND PROPERTY OF THE NDOKWA TALENTS
a.     When so ever derived shall be applied solely towards the promotion of the objects of the NDOKWA TALENTS as set forth in this CONSTITUTION: and no portion thereof shall be paid or transferred directly or indirectly, by the way of dividend, bonus, or howsoever by the way of profit, to the member of the NDOKWA TALENTS.
b.     PROVIDED that nothing herein shall prevent in good faith, or reasonable and proper remuneration to any officer or servant of the NDOKWA TALENTS in return for any service rendered to the NDOKWA TALENTS but so that no member of the Executive shall be appointed to any salaried office of the ORGANIZATION………….. or any office of the NDOKWA TALENTS ……………….. paid by fees; and that no remuneration or other benefit in money or money shall be given by NDOKWA TALENTS to any member of such Executive except repayment of out-of-pocket expenses or reasonable and proper sent for premises demised, or to let the ORGANIZATION provided that the provision last aforesaid shall not apply to any payment of any Company to a member of the NDOKWA TALENTS may be a Company in which such member shall not be bound to account for any share of profits he may receive of any such payment.
c.      No Addition, alteration, or amendment shall be made to or in the CONSTITUTION for the time being in force, unless the same have been previously submitted to and approved by the Registrar-General.
d.     In the event of a winding up or dissolution of the NDOKWA TALENTS the remains, after the satisfaction of all its debts and liabilities, any property whatsoever, the same shall not be paid to or distributed among the members of the ORGANIZATION but shall be given or transferred to some other institution (s), having objects similar to the objects of ORGANIZATION and the body or bodies are prohibited from distributing it’s or their income and properly amongst it’s their members to an extent at least as great as is imposed on the ORGANIZATION under or by virtue of the SPECIAL CLAUSE hereof, such institution or institutions to be determined by member and if effect cannot be given to the aforesaid provision then to some charitable object.
SECTION FOUR (4): AMENDMENTS
          Any section of this constitution shall be amended by the following procedures:
a.     On a motion properly raised and moved by a financial member and the reason for such proposal shall be clearly stated in the motion
b.     Such motion shall be supported by at least one other financial member
c.      Where there is a counter motion, both motion shall be put to vote and shall be determined by simple majority. Voting shall be by a raise of Hands.
d.     Upon the successful sailing through of the motion, the section shall stand amended if supported by 2/3 majority of the house

SECTION FIVE (5): ADOPTION
